Pass/fail items come first: correct utility, legal contracting identity, required registrations and licenses, insurability, and a permitted design. Then score technical clarity, total price, production assumptions, incentive treatment, service, and risk allocation.

Is Eversource the electric utility in New Bedford?
Yes. New Bedford is served by NSTAR Electric Company doing business as Eversource Energy. National Grid is not the electric distribution company for a standard New Bedford address, so a National Grid interconnection plan or tariff should not appear in a New Bedford rooftop proposal.
The Commonwealth’s January 2026 MassGIS public-utility data uses Department of Public Utilities service-territory information. Eversource’s current grid-planning material is even more specific: its Eastern Massachusetts South region includes the City of New Bedford and identifies New Bedford as an Eversource district (Eversource electric-sector plan).
Do not stop at the city name. Verify these fields from the bill:
- Delivery company: look for NSTAR Electric or Eversource as the electric distribution company.
- Service address: match the address exactly to the proposed interconnection site.
- Account and meter: capture the account number, meter number, and rate class without publishing them.
- Supplier: distinguish Eversource delivery from Eversource Basic Service or a competitive electricity supplier.
- Usage: collect at least 12 consecutive months of billed kWh when available.
- Future load: list a planned heat pump, EV, electric water heater, addition, tenant change, or accessory dwelling unit separately.
Massachusetts explains that a competitive supplier can sell electricity while the utility still delivers it (DPU electric-supply guidance). Changing suppliers does not move a New Bedford property into National Grid’s electric territory.
The bill also exposes rate details a savings model must respect. An R-1 account, an eligible heat-pump rate, a discounted rate, and a common-area commercial account should not be modeled as interchangeable. Eversource’s posted rates change over time, so a quote should cite the starting tariff and date rather than freeze today’s cents-per-kWh figure for decades (Eversource Massachusetts electric delivery rates).
Why does downtown New Bedford need a secondary-network screen?
Eversource reports that the City has a small 208/120-volt secondary network in the downtown area. A network is not the same distribution configuration as a typical radial residential circuit, and an installer should determine the actual service before selecting an interconnection process or promising approval.
The network fact comes from Eversource’s current Eastern Massachusetts planning material, which places the downtown network in the New Bedford district (Eversource electric-sector plan). It does not mean every downtown parcel is on that network, nor does it define a boundary a salesperson can infer from a ZIP code.

Eversource’s current Massachusetts interconnection tariff includes a distinct Simplified process for listed inverters on spot and area networks. That is evidence that “small rooftop” does not erase network review. The DPU’s current interconnection tariff index links the approved Eversource document.
Do not accept three shortcuts:
- “The building is residential, so it must be radial.”
- “The inverter is certified, so the utility must approve it.”
- “A zero-export setting avoids interconnection.”
The installer should document what it knows, what Eversource must determine, and which price or design assumption depends on that answer. For a network property, make any equipment order or nonrefundable payment contingent on a workable approved path.
How does Eversource interconnection work for New Bedford solar?
Eversource interconnection is a utility approval process separate from the City permit. The system owner needs an approved interconnection agreement and written Authorization to Connect before operating in parallel with the grid.
Massachusetts defines the sequence clearly: before connecting distributed generation, the owner must obtain written utility approval through an Interconnection Service Agreement and subsequent Authorization to Connect (Massachusetts utility-interconnection guidance). A passed New Bedford electrical inspection does not replace that authorization.

Eversource’s approved tariff is M.D.P.U. No. 55D, effective April 9, 2026. Its fee table includes a $28 Simplified application fee, higher capacity-based Expedited and Standard application fees, and separate network-path fees; studies, witness testing, and system modifications can add costs where applicable (Eversource interconnection tariff). A quote should identify the expected process but avoid treating the application fee as total interconnection cost.
Ask every bidder to provide this log:
- Utility and service configuration confirmed.
- Proposed DC and AC capacities documented.
- Application submitted with project identifier and fee receipt.
- Completeness notice and correction requests retained.
- Technical-review outcome and any upgrade estimate disclosed.
- Executed agreement retained by the owner.
- Approved design reconciled with City permit plans.
- Certificate of Completion and local inspection evidence submitted.
- Meter work completed where required.
- Written Authorization to Connect saved in the closeout file.
Hosting-capacity maps and preliminary screens are planning tools, not guarantees. The final result depends on the application and Eversource engineering review. If a quote assumes no utility modification, require a contract line explaining who pays and who may cancel if the utility identifies a material cost.
How should SMART 3.0 appear in a 2026 New Bedford quote?
SMART 3.0 should appear as a separate, conditional production-incentive line—not as an instant rebate, a reduction in contract price, or a guaranteed utility-bill saving. The quote must identify the Eversource territory, program year, AC size, category, applicant, payee, metering, ownership, and source date.
As of August 10, 2026, the Department of Energy Resources says DPU approved company-specific SMART 3.0 tariffs on July 8, including Eversource’s tariff, and DOER began issuing Final Statements of Qualification. DOER lists 600 MW AC of Program Year 2026 capacity for capped units. For qualifying small Solar Tariff Generation Units at or below 25 kW AC, the published 2026 flat rate is $0.03 per generated kWh; the qualifying low-income small-system rate is $0.06 per generated kWh (DOER SMART 3.0 program details).
Those are current program terms, not a promise that a proposed home qualifies or will receive a particular total. Require the installer to answer:
- What is the proposed inverter-based AC rating used for the size category?
- Which SMART category is assumed, and what documentation supports it?
- Who is the applicant, authorized representative, system owner, and payment recipient?
- Who owns the renewable-energy certificates and other environmental attributes?
- What meter or reporting equipment is included in the contract?
- What annual kWh estimate drives the payment model?
- When does the model assume payments begin, and is that assumption guaranteed?
- What happens if qualification, capacity, rate, metering, or timing differs?
- Are projected SMART payments shown before or after any third-party deductions?

SMART 3.0 and net metering can coexist for an eligible project, but they solve different economic jobs. Do not let a proposal count the same kWh twice without showing each calculation.
How should net metering be modeled for an Eversource account?
Model on-site consumption and exported electricity separately. Net metering is a bill-credit arrangement for an eligible facility; it is not the same as SMART, and the credit value is not one fixed New Bedford number.
The DPU’s net-metering guide, updated July 13, 2026, says net-metering credits depend on the facility type, size, host customer, and current utility rate components. It also explains that fixed customer charges and several other charges are not included in the credit formula. A sales claim that solar “eliminates the bill” needs to show what remains.
For current eligibility, the DPU says an eligible Class I facility at or below 25 kW is cap exempt. Certain larger eligible facilities serving on-site load can also qualify for a cap-exempt route if their interconnection agreement is dated January 1, 2021 or later and other requirements are met. Capacity for net-metering purposes is measured in AC under the state rules.

Do not use annual offset as a substitute for cash flow. A design that produces the same annual kWh as the building uses can still export during bright hours and import at night or in winter. The values and timing differ.
New Bedford’s multi-unit properties require special care. Massachusetts’ single-parcel rule generally associates one facility with one parcel, one interconnection point, and one meter, subject to statutory exceptions. The DPU’s statutory-exceptions guide describes routes for separate rooftops, separate customers under the same rooftop, and qualifying low- or moderate-income housing. These are not automatic approvals.
For a three-decker or condominium, map the parcel, roof, units, house meter, tenant meters, account holders, ownership interests, and intended credit recipients before sizing. One roof does not automatically authorize one owner to use every tenant’s usage or allocate credits however the sales model prefers.
What does New Bedford require for residential solar permits?
New Bedford’s current solar ordinance allows residential roof-mounted solar in applicable districts without site plan review or a special permit, but the applicant still needs a building permit and all other applicable approvals. Electrical work also requires a licensed electrical party and permit.
The City Council passed the solar ordinance on March 5, 2026, and the Mayor approved it March 13, 2026 (New Bedford City Council minutes). Section 4223D says residential roof-mounted systems may proceed in applicable zoning districts when the applicant obtains a building permit and complies with the ordinance and other local, state, and federal requirements (New Bedford solar ordinance text).
New Bedford Inspectional Services enforces zoning and state building, electrical, plumbing, and gas codes. Its FY2026 material says it promotes OpenGov filings and aims to maintain 95% of permit filings through the online portal (New Bedford FY2026 Inspectional Services budget). The City’s current site-plan application confirms that building applications start with Inspectional Services, in person at City Hall Room 308 or through the online permitting portal, and that Inspectional Services identifies additional zoning or department reviews (New Bedford administrative site-plan application).
For a normal roof-mounted home, make the installer confirm the live requirements rather than copying a neighboring permit. A complete scope may include:
- property owner, applicant, and exact legal contractors;
- plot plan or property record as requested;
- roof layout with setbacks and access paths;
- structural information and attachment details;
- module, racking, inverter, rapid-shutdown, and listing data;
- one-line or three-line electrical diagram;
- service, meter, disconnect, grounding, conductor, and labeling details;
- Eversource application information when the City requests it;
- battery documentation if storage is part of the project;
- historical, zoning, fire, wetlands, or flood review when applicable; and
- inspection and correction ownership.
The City’s posted building-fee schedule lists $50 for residential solar systems and $125 for solar plan review (New Bedford building fee schedule). That schedule is posted by the City but carries an old file path and may not list every electrical, reinspection, card, technology, or payment-processing charge. Require the bidder to confirm the current total in OpenGov or with Inspectional Services and state who pays a variance.
When do historic, coastal, flood, wetlands, or waterfront rules change the project?
These branches apply by address and scope, not to every New Bedford roof. Screen them before finalizing the layout because they can affect equipment visibility, roof penetrations, structural design, ground work, equipment elevation, and approval sequence.
Bedford Landing–Waterfront Historic District
Properties within the local Bedford Landing–Waterfront Historic District face exterior design review. The City’s design guidelines say the Historical Commission reviews certificates of appropriateness and must consider Massachusetts policy encouraging solar while preventing work incongruous with the historic district (New Bedford historic-district guidelines).
The local district is the key regulatory screen—not simply whether a building is old or appears on a National Register list. Ask the installer to obtain an address determination and identify whether panel visibility, array edges, conduit, disconnects, meters, or exterior equipment need review. Do not promise approval from a generic “low profile” description.
Flood hazard
New Bedford’s flood-hazard overlay includes FEMA Zones A, AE, and VE, according to the City’s zoning record (New Bedford flood-hazard ordinance recommendation). A roof array may be above flood elevation while inverters, batteries, disconnects, service equipment, and ground-mounted components are not.
For a mapped property, require the design team to identify the current FIRM panel, flood zone, design elevation information, equipment mounting height, enclosure rating, anchorage, access, and local interpretation. A battery location that works in a dry inland basement may be inappropriate in a flood-prone location.
Wetlands, coastal resources, and harbor conditions
New Bedford’s wetlands ordinance regulates work affecting resources protected by the Massachusetts Wetlands Protection Act. It also contains New Bedford-specific notice language for certain work north of the hurricane barrier terminus and within 100 feet of a coastal wetland resource area because of the New Bedford Harbor Superfund site (New Bedford wetlands ordinance).
A routine roof-only project may not disturb a resource area. Ground arrays, trenches, service work, equipment pads, vegetation removal, access work, drainage changes, or waterfront properties can create a different question. Screen the limits with the Conservation Commission rather than deciding from a satellite image.

Roof condition, structure, drainage, wind exposure, and future reroofing matter more than panel brand. A solar-ready roof is not merely unshaded; it must support the array for the intended service period without turning a near-term roof replacement into an expensive removal-and-reinstallation project.
New Bedford has a large renter population: the Census Bureau reports a 40.3% owner-occupied housing-unit rate for 2020–2024 (Census QuickFacts for New Bedford). That does not describe every property, but it reinforces the need to verify ownership and decision rights rather than assuming the person paying an electric bill controls the roof.
On an older, two-family, three-decker, condominium, or mixed-use building, ask for findings on:
- roof-covering material, approximate installation date, layers, active leaks, and expected replacement horizon;
- sheathing or deck condition and the attachment substrate;
- rafter or truss dimensions, spacing, spans, alterations, and visible distress;
- chimneys, dormers, valleys, plumbing vents, roof hatches, fire access, and drainage paths;
- wind design, edge zones, attachment spacing, flashing method, and corrosion compatibility;
- snow shedding over doors, walks, neighboring property, and lower roofs;
- which party warrants penetrations and for how long;

The current Massachusetts 10th Edition building code is based on the 2021 I-Codes and has been the sole state building code since the concurrency period ended June 30, 2025 (Massachusetts 10th Edition code). How do multi-unit buildings, condos, and meter banks change a New Bedford design?
They turn one “roof + bill” problem into an ownership, allocation, electrical, parcel, and contract problem. Design after the legal and meter map is complete—not before.

For a three-decker with three tenant meters and no substantial house-meter load, one rooftop system cannot be sized by adding all tenant bills without a documented host and credit-allocation route. If each unit owner wants a separate system, the single-parcel rule and statutory exceptions need analysis. If the building is a condominium, governing documents and association approval may control common-roof work.
Electrical conditions can also be materially different from a single-family home. A meter bank, grouped service disconnects, common-area panel, limited equipment space, older service equipment, or downtown secondary network can affect the one-line design and Eversource process. Require photos and field measurements, not a generic “panel upgrade included if needed.”
The contract must state:
- whose usage the production model uses;
- who receives bill credits and SMART payments;
- who owns and insures the system;
- who can access the roof and electrical rooms;
- who pays if a tenant meter, account, or ownership arrangement changes;
- how sale, refinancing, unit transfer, or association changes are handled; and
- who removes and reinstalls the array when the common roof is replaced.
Some multi-unit buildings are poor candidates for individually owned rooftop solar. Community shared solar, common-load solar, efficiency, or a later coordinated association project may be more rational. A good installer should say so.
Which electrical details must be settled before the price is final?
The installer should inspect the service and assign all expected electrical work before presenting the quote as fixed. “Main panel upgrade if required” is not a complete scope.
Massachusetts’ Board of State Examiners of Electricians says the PV modules, frames, racks, rails, and associated apparatus must be assembled and installed by a licensed electrician, and only a licensed electrician or electrical contractor may pull the electrical permit (Massachusetts electrician board PV policy).
As of April 24, 2026, Massachusetts’ electrical code is 527 CMR 12.00 based on the 2026 NFPA 70 National Electrical Code (Massachusetts Electrical Code). If the company cannot inspect an inaccessible tenant panel or locked electrical room before contract, that uncertainty should appear as a specific contingency—not an unlimited right to issue a change order.
Which licenses, registrations, and contract parties should you verify?
Verify the exact legal entities that sell, contract, design, install electrical work, pull permits, and provide warranties. A brand name alone is not enough.
Massachusetts’ current HIC guidance lists solar panels as work requiring HIC registration, a Construction Supervisor License, a building permit, and licensed trades as required by law (Massachusetts HIC contractor resources). Requirements can vary by building and scope, so confirm with New Bedford Inspectional Services.
Before signing:
- Search the contract entity and registration history in the MA Contractor Hub.
- Verify the electrical business and licensee through the Division of Occupational Licensure lookup.
- Identify the CSL holder or registered design professional responsible for the building scope.

Massachusetts’ Attorney General warns buyers to understand the entire contract, including financial obligations, escalators, length, end-of-contract responsibility, moving, cancellation fees, maintenance, and warranties (Massachusetts solar consumer FAQ). Compare the cash price before a monthly payment. For financing, request the amount financed, any dealer or origination fee, APR, term, payment schedule, prepayment terms, lien/security interest, and effect of missing a projected tax item.
