Treat licensing and insurance as gates rather than bonus points. After every finalist passes those gates, compare the remaining evidence. Why does the Massachusetts utility territory change the quote?
Your electric provider determines which interconnection documents, tariffs, and bill-credit rules apply. A bidder should identify the provider from your actual bill before promising an incentive, export credit, or project timeline.
For the state-regulated net-metering framework, Massachusetts lists Eversource, National Grid, and Unitil as the investor-owned electric distribution companies. A customer must be served by one of those companies, satisfy the applicable size and ownership requirements, and interconnect under the utility’s rules to qualify (Massachusetts net-metering eligibility).
Municipal light plant customers need a different conversation. A municipal utility can have its own interconnection, rate, rebate, and export-credit policies. Do not let an installer apply an Eversource or National Grid assumption merely because another home in the same region used it.
Use this order of operations:
- Read the electric provider and account information from a recent bill.
- Confirm whether the account is residential, whether supply comes from another supplier, and whether any unusual rate applies.
- Ask the installer to name the applicable interconnection tariff and proposed bill-credit mechanism.
- Confirm the system’s proposed DC nameplate and AC-rated capacity.
- Ask which party will submit each utility and incentive application.
- Require the production and savings model to state the export-credit and retail-rate assumptions separately.
This is why a statewide solar-company list cannot identify a universal winner. The useful question is: Which qualified installer has documented a defensible path for this address and account?
How should an installer explain SMART 3.0 in 2026?
A capable installer should describe SMART 3.0 as a performance-based Massachusetts incentive with eligibility, application, metering, ownership, tariff, and capacity rules—not as an instant rebate or guaranteed discount from the contract price.
As of August 10, 2026, the Massachusetts Department of Energy Resources says it filed SMART 3.0 emergency regulations on June 26, 2026. The Department of Public Utilities approved the revised program tariff on May 19 and company-specific Eversource, National Grid, and Unitil tariffs on July 8. DOER then began issuing final statements of qualification. For Program Year 2026, DOER lists 600 MW AC of capacity for small tariff generation units, subject to the program cap. It lists a flat $0.03-per-kWh rate for qualifying small systems at or below 25 kW AC and $0.06 per kWh for qualifying low-income small systems (DOER SMART 3.0 program details).
Those figures are program terms, not a prediction of your payment. An estimate also depends on qualification, AC size, actual metered generation, applicable adders, incentive term, capacity availability, ownership, and future compliance. Ask the installer to show the source and date behind every input.
Every SMART explanation should answer these questions in writing:
- Is the proposed system expected to qualify, and what fact could change that conclusion?
- What are the system’s DC nameplate and AC-rated capacities?
- Which SMART category and rate is assumed, and what is the official source date?
- Who submits the application and corrects a rejected or incomplete filing?
- Who owns the incentive payments and the associated renewable-energy certificates?
- What metering or reporting equipment is included in the quoted price?
- Does the proposal subtract projected SMART payments from cost, or show them separately?
- What happens contractually if the rate, capacity availability, eligibility, or approval differs from the sales estimate?
DOER’s qualified-unit guidance says SMART 3.0 systems are interconnected with Eversource, National Grid, or Unitil and that the distribution companies make incentive payments for qualified generation (Massachusetts qualified generation units). That is another reason a bidder must identify the utility and qualification path before treating SMART as part of the economics.
Buyer safeguard: Keep the system price, tax treatment, bill credits, and SMART production payments in separate rows. Combining them into one “net cost” makes it harder to see which values are contractual and which are estimates.
Are SMART 3.0 and net metering the same thing?
No. SMART is a solar production incentive; net metering is a bill-credit mechanism for eligible electricity exported through the meter. A project may be eligible for both, but one approval does not automatically secure the other.
Massachusetts states that an eligible facility can receive net-metering credits and SMART payments. It also states that a facility cannot receive net-metering credits and alternative on-bill credits at the same time (Massachusetts net-metering eligibility). Your installer should identify which bill-credit route the proposal assumes rather than blending the terms.
Ask for a bill model that separates four quantities:

An annual “100% offset” does not mean every future electric bill will be zero. Timing matters. Fixed charges may remain. The export-credit calculation may not equal the full retail price in every circumstance. Rates, usage, weather, equipment behavior, and program rules can change.
The state’s current Net Metering Guide, updated July 13, 2026, explains that facility size, ownership, cap status, allocation, and utility rules affect eligibility and credits. The right installer answer is therefore an address-specific model with disclosed assumptions—not “Massachusetts has one-to-one net metering” without qualification.
What should a solar installer own during utility interconnection?
The installer should identify the interconnection applicant, prepare an accurate package, track utility questions, coordinate required inspections, correct design or documentation issues, and obtain written permission before energizing the system. The contract should assign those tasks rather than leave “utility paperwork” undefined.
Massachusetts says a system owner must obtain written utility approval before connecting. The key documents include an Interconnection Service Agreement and Authorization to Connect. Hosting-capacity maps can help screen a location, but Massachusetts warns they do not guarantee that a project can interconnect at a particular size or without upgrades. Ask whether the quote assumes no utility upgrade and who pays if the study identifies one.
The DPU maintains current interconnection filings and tariffs for Eversource, National Grid, and Unitil. A bidder does not need to recite a tariff from memory. It should be able to name the correct utility, cite the current document, and explain how its workflow follows it.
If a company guarantees utility approval or a precise permission-to-operate date before review, treat the statement as a sales claim. Ask it to put the guarantee, remedy, and exclusions in the contract. Otherwise, compare a documented process and communication commitment rather than an unsupported date.
Which Massachusetts licenses and registrations should you verify?
Verify the contracting entity’s Massachusetts Home Improvement Contractor registration and the licenses tied to electrical, structural, roofing, or other regulated work in your scope. Then confirm that the people or companies holding them are actually assigned to your project.
Massachusetts’ current HIC table lists solar panels as work requiring HIC registration, a Construction Supervisor License, a permit, and licensed trades as required by law (Massachusetts HIC contractor resources). The state also explains that a business performing electrical work needs the applicable business license and a licensee of record (Massachusetts electricians FAQ). Exact requirements can depend on the project and municipality, so confirm the scope with the local building department.
Before signing:

Compare cash price before comparing payments. Then calculate price per watt using the same DC basis and inspect why it differs. A lower number may omit electrical or roof work; a higher number may include equipment or services the other proposal excludes. Cost per watt is a diagnostic, not the whole decision.
Do the same with production. Divide projected first-year kWh by DC kilowatts and ask about unusually high yields. Compare the modeled shade and usable-roof assumptions against the layout. Require the installer to label any “savings” number as an estimate and state assumed utility-rate inflation, solar degradation, export value, SMART payment, maintenance, financing cost, and replacement cost.

Require a minimum threshold for the legal and safety gates: no points-based strength should compensate for an inactive or inappropriate credential, missing required insurance, or an installer that will not identify the responsible parties.
