The contractor should identify National Grid as the electric distribution company, separate SMART 3.0 income from net-metering bill credits, screen the circuit before promising a design, use Lowell’s current solar-permit route, and determine whether the address enters Historic Board review. Is National Grid the electric utility in Lowell?
Yes. Lowell is listed in the official Massachusetts Electric Company service territory, and Massachusetts Electric Company operates under the National Grid trade name. The City of Lowell’s solar guidance also directs local solar projects to National Grid for interconnection.
That does not mean every name on a Lowell electric bill will say only “National Grid.” A customer may buy supply from National Grid Basic Service, a competitive supplier, or another approved supply arrangement while National Grid still delivers the power. National Grid explains that even when a customer chooses a competitive supplier, it continues to deliver electricity, read the meter, maintain the poles and wires, provide customer service, and restore power.
Start each quote with the bill, not the ZIP code:
- Record the service address, account number, meter number, and rate class.
- Separate the delivery company from the electricity supplier.
- Export at least 12 consecutive months of billed kWh when available.
- Note any recent or planned heat pump, EV, induction, addition, accessory dwelling unit, or tenant-load change.
- Identify whether one meter, multiple residential meters, a house meter, or a commercial/common-area meter will host solar.
Do not copy today’s electric rate into a 25-year savings forecast as though it never changes. National Grid posts current and historical tariff components, while supply prices and delivery charges can change on different schedules. A credible model names the starting tariff, access date, escalation assumption, self-consumption, export treatment, fixed charges, and sensitivity range.
The distinction also affects responsibility. Lowell issues and inspects the local permit. National Grid reviews interconnection and provides written authorization to operate in parallel. The Massachusetts Department of Energy Resources administers SMART qualification. One approval does not replace another.
What is the Lowell five-record test?
The Lowell five-record test checks whether the same project exists in every consequential document. If the records disagree, production, incentive, inspection, billing, or warranty problems can appear after the easiest point to fix them.

DC size is the sum of module nameplate ratings. AC size is determined by inverter output or another approved limiting element. These values are not interchangeable. A proposal might say 11.2 kW DC while the interconnection application says 8.0 kW AC; that can be legitimate, but the bidder should explain the ratio and show where each value controls.
Require a revision log. If a module, inverter, service connection, roof plane, meter, or ownership structure changes, the installer should identify which applications and forecasts also change. “Equivalent equipment” is not enough when the substitution affects output, electrical design, listing, warranty, SMART qualification, or National Grid screens.
This test is especially important in multi-unit Lowell buildings. The property owner, condo association, utility account holder, SMART applicant, system owner, lender, and net-metering host may not be the same person or entity. Assign each role explicitly.
How does SMART 3.0 affect a 2026 Lowell solar quote?
SMART 3.0 can create a separate production-based payment for a qualified Massachusetts solar project, but it is not an upfront rebate and it should not be merged invisibly with electric-bill savings. As of August 10, 2026, the Massachusetts Department of Energy Resources lists 600 MW AC of Program Year 2026 capacity for projects subject to the annual cap.
The current SMART 3.0 program page lists these flat 2026 rates for small Solar Tariff Generation Units:

DOER says the incentive calculation for those small systems is the approved dollars per kWh multiplied by metered generation. It also reports that the Department of Public Utilities approved company-specific SMART 3.0 tariffs, including National Grid’s, on July 8, 2026, allowing DOER to begin issuing Final Statements of Qualification.
Those facts do not guarantee that a proposed Lowell project will qualify or that the sales forecast is accurate. Require the proposal to show:
- the AC rating used for the 25 kW threshold;
- the project category and any claimed low-income status;
- who submits the application and who receives communications;
- the production estimate used for the payment model;
- the metering and reporting arrangement;
- whether the homeowner or a third party receives the payment;
- the assumed payment start, term, taxes, fees, and administrative deductions; and
- what happens if the project receives a different determination or misses the modeled schedule.
DOER provides separate direct-ownership and third-party-ownership consumer disclosure forms. Match the disclosure to the actual contract. A loan used to buy a homeowner-owned system is not the same legal arrangement as a lease or power purchase agreement.
A transparent cash-flow model puts SMART on its own row. It also keeps National Grid bill credits, avoided on-site purchases, financing payments, maintenance, and tax items separate. That lets a buyer remove one disputed assumption without rebuilding the entire sales claim.
How does Massachusetts net metering work for a Lowell home?
Net metering is a utility-billing arrangement for eligible generation; SMART is a separate incentive program. A Lowell proposal should model electricity used directly in the building separately from electricity exported through the National Grid meter.
The Massachusetts DPU’s net-metering guide, updated July 13, 2026, says an eligible renewable Class I facility with a nameplate rating at or below 25 kW is cap exempt. It also describes a cap-exempt route for certain larger eligible facilities serving on-site load when the interconnection agreement is dated January 1, 2021 or later and the other conditions are met.
The guide also makes clear that credit value depends on facility type. Some new solar facilities receive market net-metering credits based on 60% of net excess generation and specified per-kWh components, rather than the full retail value a sales slide may imply. Do not use the phrase “full retail net metering” unless the bidder identifies the actual facility class, size, interconnection date, host, on-site load, and current tariff basis.

Multi-unit properties need another layer. The DPU’s statutory-exceptions guide says Exception 4 can allow multiple solar facilities on the same rooftop on one parcel when each facility is interconnected behind a different host customer’s meter and the conditions are satisfied. Exception 3 addresses separate structures and rooftops. These are eligibility paths, not automatic approvals.
Do not assume that one roof divided among three condos automatically creates three independent net-metering systems. Identify the parcel, structures, roof, host meters, separate customers, interconnection points, system capacities, and required filings before allocating production or credit.
Which National Grid interconnection path applies in Lowell?
The National Grid path depends on AC power rating, phase, transformer and circuit configuration, inverter listing, aggregate generation, and engineering screens. A small Lowell rooftop system may qualify for Simplified review, but the address and proposed design—not a sales label—determine that result.
National Grid’s currently posted Massachusetts Electric interconnection tariff, M.D.P.U. No. 1620, became effective December 1, 2025. It describes the following starting points:

An application fee is not the total interconnection cost. Supplemental review, studies, system modifications, service work, metering, protection, and project changes may add cost. The tariff says the company determines circuit type and explains that network projects use minimum-load tests.
For a radial Simplified application, the tariff states that National Grid acknowledges receipt within three business days and evaluates completeness within ten business days. That is not a complete-project timeline. An incomplete application, failed screen, redesign, local permit delay, equipment substitution, service upgrade, inspection correction, missing compliance document, or meter work can extend the path.

The tariff says the interconnecting customer has no right to operate in parallel until written Authorization to Interconnect is issued. Do not accept “inspection passed” or “meter installed” as a substitute for that final utility record.

What permits does Lowell require for solar panels?
Lowell has a dedicated photovoltaic/solar permit and routes solar applications through Development Services. The current City online-permitting page says it accepts online solar permits and instructs first-time applicants to obtain or confirm a Contractor/Customer ID before submitting.
The City’s solar permit application asks for more than an address and panel count. It includes fields for:
- property owner and applicant;
- registered Home Improvement Contractor and expiration date;
- licensed Construction Supervisor and expiration date;
- licensed electrician, license class, number, and expiration date;
- description of work;
- estimated project cost for labor and materials;
- utility authorization number;
- new versus repair/alteration work;
- residential, commercial, or other category;
- estimated generation in kW and equipment rating; and
- owner/agent certification and financial obligations to the City.
Lowell’s solar information page says the City combines building and electrical review in a single solar application and describes expedited handling for residential and typical roof-mounted work. Its linked two-page checklist says a complete residential or roof-mounted commercial application should receive a decision or request for more information within three business days; projects with historic issues and commercial ground mounts follow a different track.
There is an important currency problem: that checklist contains legacy links and older instructions, while the newer online-permitting page describes the current portal. A bidder should not treat the old checklist’s timing or submission steps as guaranteed. Before contract, require the installer to confirm the current application method, document package, fee basis, inspection sequence, and historic branch with Development Services.
The current online-permitting page and the solar application should be the starting sources. If roof replacement, structural alteration, service work, or other construction expands the scope, ask whether additional building, roofing, electrical, or trade permits are required.
Tie payments to verifiable events:
- Design and site investigation completed.
- National Grid application submitted and accepted as complete.
- Lowell solar and any related permits issued.
- Historic approval obtained, if applicable.
- Installation completed to approved plans.
- City inspection and corrections completed.
- National Grid Authorization to Interconnect issued.
- SMART qualification and payment administration confirmed.
“Permit submitted” is not “permit issued.” “City final” is not utility authorization. Keep the records separate.
How much are Lowell solar permit fees?
Lowell calculates its solar permit fee from electrical construction cost. The City’s current electrical permit fee page lists $50 for up to $1,000 in electrical construction cost, then $10 for each additional $1,000 or fraction over $1,000. It also lists a $50 reinspection fee and triple the initial fee for work without a permit.
Do not convert that schedule into a fixed permit allowance without confirming which project costs Development Services includes. The solar application asks for estimated solar project costs for labor and materials, while the fee page uses “electrical construction cost.” The City says fee information can change and asks applicants to verify the amount with Development Services.

The Lowell Historic Board publishes a separate fee schedule. For the Downtown Lowell Historic District and Acre Neighborhood District, it lists minor-development fees at one-quarter of 1% of project cost, with a $25 minimum and $1,000 maximum, and major-development fees at one-half of 1%, with a $50 minimum and $2,000 maximum. Other neighborhood districts list the major-development schedule. The Board—not a solar salesperson—determines the applicable route and classification.
Will Lowell zoning or historic review change a solar layout?
Rooftop solar is broadly allowed in Lowell, but historic-review status can change the design and approval path. The City says rooftop and ground-mounted solar are permitted in every zoning district without a special permit, condition, or variance, subject to safety and preservation responsibilities. The current zoning ordinance separately applies setbacks and height limits to ground-mounted arrays.
Do not turn “solar is allowed” into “every proposed layout is approved.” The Lowell Historic Board has design-review, permitting, and enforcement authority in 11 areas:
- Downtown Lowell Historic District;
- Acre Neighborhood District;
- Andover Street Neighborhood District;
- Belvidere Hill Neighborhood District;
- Livingston-Harvard Neighborhood District;
- Rogers Fort Hill Park Neighborhood District;

- Wilder Street Historic District.
The Board tells owners to use its address lookup and contact staff to determine whether proposed work requires review. Its enforcement page says an Historic Permit must be obtained before work in review districts when required.
Solar is not hypothetical in this process. A May 2021 Lowell Historic Board agenda included a rooftop solar application at 116 John Street in the Downtown Lowell Historic District. That public record demonstrates that solar can enter Board review. It does not predict approval, required conditions, cost, or timing for another address.

The contract should say who owns revisions and what happens if an approved design is smaller than the sales design. Do not agree to a production promise based on a layout that has not passed the necessary address screen.
What changes for Lowell multifamily homes and condos?
On a multi-unit Lowell property, roof rights and meter rights are design inputs, not paperwork to collect after the proposal. The solar owner needs legal authority to use the roof and common electrical areas, while the utility and incentive applications need a coherent host, meter, participant, and payment structure.
The U.S. Census Bureau reports an owner-occupied housing rate of 43.2% in Lowell for 2020–2024. The City’s 2026 Consolidated Plan also describes an older housing stock: based on the data table it publishes, 53% of owner-occupied and 51% of renter-occupied units were built before 1950. Those citywide figures do not establish the condition of a particular roof or electrical service. They explain why a bidder should not assume a detached, recently built, single-meter home.

- deeded owner and all contract signers;
- condominium master deed, declaration, bylaws, rules, and roof designation;
- board or association approval and voting requirements;

- allocation of benefits, expenses, maintenance, and sale-transfer duties.
Massachusetts DOER’s condominium solar guide includes a model roof and common-area easement structure, but the guide is not a substitute for the condominium documents or legal advice. The state’s condominium resource says condo governance questions are legal and should be directed to a qualified real-estate attorney.

If the parties cannot fill out the table consistently, the quote is not ready for signature.
Which roof and electrical constraints matter most in Lowell?
The site investigation should test the actual roof, structure, electrical service, access, and future building plan. Lowell’s older housing data and historic districts make these checks commercially important, but age alone does not prove a roof or panel is deficient.
Roof and structure
Require dated photographs and written findings for the roof covering, layers, flashing, leaks, previous repairs, sheathing, framing access, spans, attachments, drainage, chimneys, dormers, vents, shade, snow path, and fire access. A production model should reflect obstructions and all required clearances rather than draw modules edge to edge.
Ask for three distinct conclusions:
- Can the structure support the proposed system under the applicable design loads? The contract should identify who makes that determination and whether stamped engineering is included when required.
- Is the covering a sensible long-term base for the system? “Passes inspection” does not necessarily mean the roof should remain under panels for the expected project life.
- Who pays for future removal and reinstallation? Separate the roof warranty, attachment/waterproofing coverage, workmanship warranty, manufacturer coverage, and labor terms.
If roofing work is likely, compare the coordinated option with separate projects using the solar and roofing service scope. Do not assume Teamsun’s exact roofing credentials, subcontractor arrangement, brands, or warranty terms without written project-specific verification.
Electrical service
The electrician should document:
- service voltage, phase, amperage, and conductor condition;
- main panel manufacturer, rating, bus rating, breaker spaces, and known limitations;
- every meter and the proposed host meter;
- point of interconnection and code calculation;
- grounding, bonding, rapid shutdown, disconnect, labels, and working clearances;
- proposed inverter AC output and export controls, if any;
- service or meter changes required by National Grid;
- current and future large loads; and
- whether storage or generator equipment changes the one-line.
Do not accept “panel upgrade included if needed.” The quote should state the existing condition, trigger, included equipment and labor, utility scope, finish work, permit, schedule effect, and change-order ceiling or approval process.
The state Board of Electricians says an electrical permit can be pulled only by a licensed electrician or electrical contractor. Its PV guidance also treats assembly and installation of PV modules, frames, racks, and rails as work requiring licensed electrical involvement under its interpretation. Verify the individual and business licenses through official Massachusetts lookups; a salesperson’s badge is not an electrical license.
How should you compare Lowell solar costs and savings?
Normalize the quotes before comparing their price. A total price is meaningful only when the bidders include the same equipment, permitting, electrical, roof, interconnection, SMART administration, financing, and long-term service scope.

Cash price per DC watt = cash contract price ÷ installed DC watts
Financed cost = down payment + all scheduled loan payments + disclosed fees + optional prepayment consequences
Year-one energy value = modeled on-site solar use × avoided applicable charges + eligible export × modeled credit
SMART estimate = qualified metered generation × approved incentive rate, subject to actual qualification and program terms
Do not compare one bidder’s financed monthly payment with another bidder’s cash price. Interest rate, term, dealer or origination costs, tax assumptions, prepayment, and escalation can change lifetime cost even if the first payment looks lower.

Treat production as a range, not a guarantee, unless the contract provides an enforceable remedy. Require the model’s weather dataset, shading, tilt, azimuth, soiling, snow, mismatch, wiring, inverter clipping, availability, degradation, and outage assumptions. Ask whether future tree growth or an approved historic layout is included.
Generic online Lowell price pages can be useful for finding vendors, but they cannot inspect your roof, service, meter configuration, historic status, financing, or interconnection. Use them as market context, not as a substitute for an address-specific scope.
How do you vet a Lowell solar company’s licenses and contract?
Verify the legal entities and people who will contract, pull permits, perform licensed work, and honor service obligations. A brand name can sit above several sellers, installers, electricians, financiers, and equipment manufacturers.
Massachusetts homeowner guidance says contractors that solicit, bid, or perform covered work on existing owner-occupied one-to-four-unit residences generally must hold an active Home Improvement Contractor registration. The state recommends comparing at least three contractors, requesting detailed written estimates, checking registration and complaint history, asking for insurance, and contacting recent references. It also says home-improvement contracts over $1,000 must be in writing and warns that homeowner-pulled permits can affect Guaranty Fund rights.
