This utility check changes more than the name on an application. Connecticut’s Public Utilities Regulatory Authority says RRES is administered by the regulated electric distribution companies Eversource and United Illuminating. PURA also explains that municipal electric rates and services are outside its regulation. Therefore, an SNEW or TTD customer should not be shown Eversource RRES economics as if they apply to that meter.
Why the brief’s “UI bill” assumption is unsafe
United Illuminating serves nearby Fairfield County communities, so a generic Connecticut sales template may default to UI. However, the official Norwalk and utility records reviewed for this article do not list UI as a Norwalk-serving electric provider. The safe rule is simple: use the provider printed on the customer’s bill. If an installer cannot identify the correct utility before estimating compensation, stop the financial review until it can.

The page also lists income-qualified and distressed-municipality adders with separate eligibility rules and says only one adder applies. Do not let a proposal include an adder merely because a salesperson expects it. Require the application basis and written eligibility evidence.
Eversource describes RRES eligibility as including Eversource customers at eligible one-to-four-family properties, systems generally no larger than 25 kW, and sizing linked to historical load. Its current materials also show specified future-load allowances for electric vehicles and heat pumps. Those details are useful evidence that SNEW has its own municipal framework, but an eight-year-old page should not be treated as confirmation of current 2026 availability or rates.
For an SNEW quote, require the installer to obtain or provide current written answers from SNEW for:
- the current application and technical standard;
- eligible system size and the load period used;
- export and annual true-up treatment;
- meter requirements and customer charges;
- application, engineering, or meter fees;

TTD: a high-level FAQ is only the first step
The Third Taxing District’s official FAQ explains that a net meter records electricity received from TTD and electricity sent back, with billing based on the difference it describes. That is a useful starting point, not a complete 2026 financial model. It does not answer every design, credit, meter, fee, insurance, application, or approval question a purchase decision requires.
Ask TTD for the current distributed-generation application, tariff or policy, technical requirements, export-credit calculation, system-size cap, meter arrangement, fees, insurance requirements, inspection handoff, and written authorization to operate. Eversource’s Connecticut Application to Connect page says its PowerClerk portal tracks the application lifecycle and identifies required technical material. Municipal utilities may use different forms and sequences.
