If those fields differ, the numbers are not yet comparable.

What must a comparable New England solar cost per watt include?
The numerator is the gross cash contract price before incentives for the defined, purchased PV installation. The denominator is the array’s DC module nameplate capacity in watts, calculated from exact module quantity multiplied by exact model wattage. A complete comparison record needs six boundaries:

Which items stay inside or outside the gross cash PV numerator?
The comparison should retain ordinary work needed to deliver the stated PV installation. It should separate scopes that are not shared by all bids or that can be priced independently. Separating a cost does not make it disappear from the household budget; it prevents that cost from distorting the PV ratio.

A low first number cannot compensate for an incomplete second number. Conversely, a quote that identifies a real service upgrade should not appear less competitive than a preliminary quote that has not investigated the service.
How do you normalize bids to the same design and survey maturity?
“Same size” is not the same design. Two 9 kWdc proposals can use different roof planes, module counts, inverter architecture, setbacks, attachment assumptions, service connections, and production inputs. One may follow a site visit while another remains a remote layout. Compare them at a common design freeze.
Use this sequence:

Do not force every bidder to propose the same hardware if different designs are legitimate. Instead, calculate a comparable scope view and preserve the design differences beside it. The Connecticut figures are especially instructive: two credible public pages can display materially different results at the same time because their source populations and methods differ. That is not a signal to average them. It is a signal to identify the dataset that most closely matches the property, ownership, period, system type, and price definition.
Berkeley Lab’s current distributed-solar dataset contains roughly 4.5 million systems installed through the end of 2024 and includes technical characteristics, installed prices, financing, and other project fields. It is broad and valuable, but even a state filter remains historical relative to a 2026 proposal. The 2024 report also documents wide installed-price variation with project and market characteristics. A public lab dataset is research evidence, not a local contractor’s offer.

The comparison should preserve both known difference and uncertainty exposure. Two current offers may have identical normalized PV $/Wdc, but the one with a capped trench allowance and clear written change process gives the buyer different risk than one listing “extra work as needed.”
For every open item, record the trigger, decision-maker, evidence, price method, customer approval right, deadline, design effect, and cancellation or redesign consequence. Update the ratio if a change alters the PV price or Wdc. Update the required-project total if it changes owner-paid work.
How do you bridge a cash quote to financing without corrupting PPW?

If the bidder cannot provide a cash counterpart, the loan offer can still be reviewed as credit, but it cannot supply the primary gross cash PPW. For a new homeowner system completed in 2026, the federal §25D clean-energy credit row is $0. Current IRS §25D guidance says the benefit is unavailable for property placed in service after December 31, 2025.
